Ciarán McCaffrey

Ciarán McCaffrey is Head of Capital Programmes at the Higher Education Authority, where he oversees major capital investments across Ireland’s higher education sector. An experienced civil and geotechnical engineer, his career spans roles in engineering consultancy, local government, and national programme delivery.

Appointed to the GDA Board in 2022, Ciarán brings deep expertise in infrastructure planning, project governance, and delivering complex developments that serve the public good.
